Ingredients

1 ½ lbs ground beef

2 cups milk, divided

¼ cup all-purpose flour

4–5 medium russet potatoes, thinly sliced

1 medium onion, thinly sliced

1 cup shredded cheddar cheese
Instructions

Preheat the oven to 350°F (175°C).

Prepare the beef mixture: In a skillet over medium heat, brown the ground beef until fully cooked, breaking it up as it cooks. Drain excess fat if necessary. Season with garlic powder, onion powder, salt, and pepper.

Make the sauce: In a separate saucepan, whisk together 1 ½ cups of milk and the flour. Cook over medium heat, whisking constantly, until the mixture thickens and becomes smooth (about 5 minutes). Remove from heat and stir in the remaining ½ cup of milk.

Assemble the bake: In a greased 9×13-inch baking dish, layer the sliced potatoes, followed by the cooked ground beef, and onions. Pour the creamy sauce evenly over the top and cover with aluminum foil.

Bake: Bake in the preheated oven for 45-50 minutes, or until the potatoes are tender.

Add cheese: Remove the foil, sprinkle shredded cheddar cheese over the top, and return to the oven for an additional 5-10 minutes, or until the cheese is melted and bubbly.
